Korea’s September 2026 Nonghal voucher is a regional Zeropay mobile voucher sold at a 20% discount. You pay KRW 80,000 for KRW 100,000 in face value. The saving is useful only if you also understand the combined purchase cap and the regional merchant restriction.
This guide was checked against the official notice at 10 p.m. KST on September 16, 2026. General sales run from September 14 through 20, but each regional allocation can sell out earlier.
Decision-first answer: buy the voucher for the region where you will actually shop, and verify that the store specifically accepts the Republic of Korea Nonghal voucher. Ordinary Zeropay acceptance does not prove eligibility for this voucher.

Buying KRW 50,000 for Seoul and KRW 50,000 for Gyeonggi stays within the combined cap. Splitting purchases between regions does not allow the total to exceed KRW 100,000.

September 7–13 was a priority period for members born before 1961. Sales opened to all ages from September 14.
The schedule shows the start time, not guaranteed stock. A region can display sold out or sale closed even before the overall September 20 end date.
Apps listed in the official notice
The detailed government notice lists the following supported apps.
Payment apps
Bipple Pay, OK Pay, Gangwon Gift Certificate, Gyeongnam Regional Gift Certificate, Changwon Nubijeon and Chuncheon Love Gift Certificate.
Bank apps
All One Bank, Shinhan Super SOL, Woori WON Banking, NH Cock Bank, Hana 1Q, Itda Pay, BNK Kyongnam Bank Mobile Banking, BNK Busan Bank Mobile Banking, Gwangju Wa Bank, Jeonbuk Bank Sseok Bank and iM Shop.
Menu names, identity checks and payment-method registration can differ by app. Before payment, check four fields rather than relying on a remembered menu path:
- the voucher name includes the intended region;
- the payment amount is 20% below face value;
- your combined purchases across all regions remain at or below KRW 100,000; and
- the displayed expiry is November 30, 2026.
Where the voucher works
Each voucher works only at participating Nonghal merchants inside the named region.
- Nonghal Voucher (Seoul): participating merchants in Seoul
- Nonghal Voucher (Gyeonggi): participating merchants in Gyeonggi Province
- Nonghal Voucher (Incheon): participating merchants in Incheon
The detailed notice describes eligible locations as participating regional merchants whose main products are fresh Korean agricultural and livestock products, including local-food stores, regardless of whether they are formally inside a traditional market.
The decisive word is participating. A store is not automatically eligible merely because it accepts ordinary Zeropay, sells produce or meat, or calls itself a local-food shop. In Zeropay Map, open the intended merchant and confirm that its accepted-voucher list includes the Republic of Korea Nonghal Voucher. Merchant status may change under programme rules.
Seven checks before buying

- Decide where you will actually shop.
- Update a supported app.
- Select the voucher carrying the exact regional name.
- Check your combined purchases across all 16 types.
- Confirm the 20% discount before authorising payment.
- In Zeropay Map, confirm that the merchant lists the Republic of Korea Nonghal Voucher.
- Buy only what you can use by November 30.
Recheck the merchant immediately before travelling or paying. Map results can become outdated, so current store signage or a direct merchant confirmation is a useful second check.
Refund and gifting rules
Unused voucher
Within 15 days of purchase, an unused voucher can be refunded after excluding the government-funded discount. The promotional value is not converted into cash for the buyer.
Partly used voucher
A balance refund becomes available after at least 60% of the face value has been spent. The funded discount attached to the remaining balance is excluded from the refund.
Gifting
Gifting is allowed, and the official notice states a monthly gift-registration limit of KRW 300,000. This is not the same as the buyer’s KRW 100,000 combined purchase cap.
Do not confuse three Chuseok discounts
The agriculture ministry’s Chuseok package includes separate mechanisms.

General Nonghal voucher sales run September 14–20. The Onnuri refund event was announced for September 16–20, while the broader agricultural-product discount campaign runs September 3–23. Overlapping dates do not mean that benefits automatically stack on one transaction. Check each programme’s payment and merchant rules separately.
Final decision
- Confirm that your intended region is still on sale in the app.
- Buy only if you can spend the value in that region by November 30.
- Verify the specific merchant before purchasing the voucher.
- Choose the amount based on a spending plan, not on the existence of a refund rule.
A published sale period is not a stock guarantee. If the app shows sold out, do not infer another issue date; check the agriculture ministry, Korea Policy Briefing or the participating app for a new official notice.
